Amends Executive Law Section 48, Subdivision 5 to change the welfare inspector general's investigative authority from "on the initiative of the office" to "at the direction of the welfare inspector general"

Expands the scope of investigations to include operations of the state social services department, local social services districts, state health department, local health departments, state department of mental hygiene, and community mental health boards

Maintains investigative authority over proper expenditure of welfare funds, welfare system violations, failure to prosecute welfare frauds, and failure to enforce employment laws for welfare recipients

Includes investigations of local officials' and employees' compliance with state laws, rules, and regulations regarding welfare administration and medical assistance

Takes effect immediately upon enactment
