Amends Transportation Corporations Law Section 87 to require authorization from town boards and city legislative bodies (in addition to village boards) before constructing new pipe lines through incorporated municipalities.

Mandates a two-thirds vote by the appropriate local governing body to approve a resolution that specifies the route, manner of construction, and terms for new pipe line construction.

Maintains existing requirements that pipe line corporations obtain bonds from the local legislative body before removing city pavement and ensures proper relaying of removed pavement.

Takes effect immediately upon enactment.
