Requires insurers to send cancellation notices for health and motor vehicle insurance policies via email when the insured's email address is on file, in addition to written notice by mail.

Mandates insurers notify policyholders of major changes to health insurance policies and significant changes to motor vehicle insurance policies via email if the insured's email address is available.

Requires insurers to provide email notice of policy discontinuance at least 90 days prior for some coverage types and 180 days prior for others when the insured's email address is on file.

Requires insurers to offer policyholders the option to receive all required notifications electronically (paperless) when applying for health or motor vehicle insurance policies.

Takes effect immediately and applies to all insurance policies or contracts issued, renewed, modified, altered or amended on or after the effective date.
