Authorizes each board of elections to establish a method for collecting absentee ballots through county, town, city, and village clerks during normal business hours, beginning no later than 21 days before election day.

Directs the state board of elections to promulgate rules and regulations governing the location, chain of custody, pick-up times, labeling, and security of absentee ballots collected by authorized clerks.

Allows absentee voters to deliver their ballots to authorized county, town, city, or village clerks in addition to mailing or delivering them to the board of elections.

Deems absentee ballots delivered to authorized clerks before the close of polls on election day as timely received by the board of elections for counting purposes.

Takes effect immediately, with certain amendments to section 8-412 subject to expiration and reversion pursuant to prior law.
