Amends the Public Service Law to require electric corporations to include communication and coordination plans in their annual emergency response plans submitted to the Public Service Commission by December 15th.

Mandates emergency response plans detail how communication and coordination will occur between the electric corporation, its employees, crews, mutual aid crews, other utilities (including cable and internet providers), local governments, and other service entities.

Applies to electric corporations subject to section 25-a of the Public Service Law that must submit emergency response plans designed for prompt service restoration during widespread outage events caused by storms or other uncontrollable circumstances.

Takes effect immediately upon enactment.
