Authorizes counties in New York State to establish tourism recovery improvement districts, except in counties within cities with populations of one million or more.

Districts may levy assessments on benefited businesses within the district boundaries to fund tourism promotion improvements, activities, and services with an estimated useful life of five years or more.

Requires a district plan filed with the municipal clerk containing boundaries, proposed improvements, costs, financing sources, implementation timeline, and identification of a district management association to oversee operations.

Requires public hearings and notification to business owners; districts cannot be established if business owners paying more than fifty percent of total assessments file objections within thirty days of the hearing.

Allows municipalities to issue bonds for capital improvements with principal and interest payments funded by business assessments; districts may be dissolved by legislative body resolution or by petition of business owners paying more than fifty percent of assessments during an annual thirty-day window.
