Establishes the State Office of the Utility Consumer Advocate within the Public Service Law, appointed by the governor for a six-year term with Senate confirmation to represent residential utility customers.

Grants the advocate power to initiate, intervene, or participate in proceedings before the Public Service Commission, federal energy and communications commissions, and state/federal courts on matters affecting residential utility customers, including rate changes and regulatory decisions.

Authorizes the advocate to request assistance, information, and cooperation from state and local agencies and departments necessary to perform its duties.

Requires the office to issue annual reports beginning July 1, 2021 to the governor and legislature detailing proceedings participated in, estimated consumer savings from interventions, and policy recommendations.

Protects the advocate from removal except for permanent disability, malfeasance, felony, or moral turpitude, with independent judgment in advocating for customers explicitly protected from constituting removal cause.
