Requires boards of elections to notify voters within one day of determining an affidavit ballot is incomplete or defective, explaining the reason and cure procedure via mail, email, or telephone.

Allows voters to cure defects by filing a signed affirmation with the board attesting to the same information required on the original affidavit ballot envelope within seven business days of receiving the rejection notice.

Requires boards to reinstate and canvass rejected ballots if the cure affirmation addresses the defect; if the board is split on sufficiency, the envelope is set aside for three days pending court order.

Requires boards to notify voters by mail within three business days when an affidavit ballot is rejected for non-curable defects.

Directs the state board of elections to promulgate implementing rules and regulations, with the act taking effect immediately for all subsequent elections.
