Establishes a secure website and mobile application allowing registered voters to track the status of their absentee ballot applications and ballots without requiring account creation.

Website and mobile application must verify user identity through board-determined methods to ensure voters access only their own records.

Information must be updated no less frequently than daily and display whether the board of elections has received the application, approved or rejected it (with reason if rejected), mailed or delivered the ballot, received the completed ballot, or determined it invalid (with reason if applicable).

Includes ability for voters to track mailed absentee ballots using United States Postal Service intelligent mail barcode or successor technology.

Takes effect ninety days after becoming law.
