Allows qualified voters to request absentee ballots by telephone in addition to written methods (letter, fax, or electronic application).

Voters requesting ballots by telephone are not required to complete an absentee ballot application prior to or at the time of receiving their ballot.

Boards of elections must maintain written records of all telephone requests for absentee ballots and may complete the application on behalf of the voter.

Ballots requested or issued by telephone cannot be deemed invalid for lack of a complete absentee ballot application.

Act takes effect immediately, with provisions subject to expiration under Chapter 91 of the laws of 2020, after which alternative provisions become effective.
