Creates two new felony offenses: menacing a police officer or peace officer in the first degree (Class C felony) for displaying a deadly weapon or firearm with intent to place an officer in reasonable fear of physical injury or death.

Establishes menacing a police officer or peace officer in the second degree (Class D felony) for intentionally assaulting an officer by throwing or spraying water, urine, or other substances during the performance of official duties.

Adds menacing a police officer or peace officer in the second degree as a circumstance under which an officer is not required to issue an appearance ticket, allowing for arrest and custody instead.

Designates menacing a police officer or peace officer in the first degree as a Class C violent felony offense and the second degree offense as a Class D violent felony offense, with sentencing ranges of 2-8 years for the second degree offense.

Makes conforming amendments to the Criminal Procedure Law and New York City Administrative Code to include references to the new menacing offenses in provisions related to bail and ineligibility for certain employment positions.
