Grants all public employees in New York (state, county, municipal, school district, public authority, BOCES, and retirement system employees) the right to paid leave for mental or behavioral health purposes.

Mental health leave does not count against an employee's accrued sick time.

Applies to public officers, state employees, county employees, community college employees, public authority employees, public benefit corporation employees, BOCES employees, vocational education board employees, municipality employees, and school district employees.

Takes effect immediately upon enactment.
