Establishes the "New York State Low Embodied Carbon Concrete Leadership Act" to prioritize procurement of concrete with lower carbon emissions for state construction projects involving 50 cubic yards or more.

Requires state agencies to apply a price discount (not exceeding 5%) to bids for concrete with lower global warming potential (GWP) values, as verified through certified Environmental Product Declarations (EPDs) conforming to ISO Standard 14025.

Provides an additional supplemental price discount (not exceeding 3%) for bids incorporating carbon capture, utilization, and/or storage (CCUS) technologies in concrete production.

Applies requirements to state-funded construction projects executed by private contractors, which must comply with low embodied carbon standards when procuring concrete and report EPD documentation for compliance verification.

Creates a tax credit allowing concrete and component producers to claim up to $3,000 per facility (maximum eight facilities per year) for costs of EPD analyses in tax years 2021 and 2022, with eligibility expiring December 31, 2022.
