Increases the Public Service Commission membership from five to seven members, appointed by the governor with Senate advice and consent.

Requires at least two commission members to have significant backgrounds in utility consumer advocacy.

Mandates commission members be chosen to represent the racial, ethnic, and geographic diversity of New York State.

Raises the limit of commissioners from the same political party from three to five members.

Eliminates the previous provision allowing temporary expansion to seven members upon the commission's certification of need.
