Establishes the "Fighting Underground Racing In Our Streets Act" (FURIOUS Act) to combat illegal street racing in New York City school zones.

Authorizes New York City to operate photo speed violation monitoring systems at any time in school speed zones identified as areas of special concern for illegal street racing, subject to community board approval by majority vote after a public hearing.

Expands the definition of illegal speed contests to include situations where a driver exceeds posted speed limits while engaging in conduct with another person involving a challenge and response in speed, regardless of pre-planning; also includes racing against a clock or timing device.

Maintains existing restrictions that photo speed violation monitoring systems cannot be installed on controlled-access highway exit ramps or within 300 feet of highways continuing from such ramps.

Takes effect 30 days after enactment, with amendments to section 1180-b subject to the repeal of that section.
