Requires each corporation subject to Public Service Law Article 4 (electric corporations) to submit annual emergency response plans by December 15th for commission review and approval.

Emergency response plans must address management identification, customer communications beyond normal hours, coordination with local officials, employee safety, personnel deployment, supply/equipment identification and procurement, and annual practice drills.

Grants the Public Service Commission authority to investigate plan sufficiency, require amendments, and deny recovery of service restoration costs if a corporation fails to reasonably implement its emergency response plan or causes materially longer outages.

Requires corporations to file approved emergency response plans with county executives or chief elected officials in each county within their service territory; corporations operating in New York City must file with the city's emergency management office.

Applies identical emergency response plan requirements to corporations subject to Public Service Law Article 2 (gas corporations), with the same submission deadlines, content requirements, and enforcement mechanisms.
