Establishes a COVID-19 childcare provider reimbursement program using unobligated federal CARES Act funds allocated to New York State.

Provides reimbursement to childcare providers defined under Social Services Law section 390 or NYC Administrative Code section 20-800 for costs related to expanding or reopening programs.

Covers eligible costs including staff recruitment, retention and training, facility expenses, salary expenses, and health and safety maintenance costs, with priority funding for programs serving school-aged children.

Requires equitable regional distribution of funds and payment of reimbursements within 30 business days of application receipt.

Takes effect immediately and expires October 1, 2021, at which time all provisions automatically repeal.
