Directs the Department of Transportation to study the cost of administering utility projects in state highway rights of way, including water, gas, electric, and fiber optic projects, with findings due to the Governor and legislative leaders by April 1, 2021.

Removes the "fair market value" cap on fees charged to fiber optic utilities for use and occupancy of state rights of way and replaces it with a cap that fees cannot exceed the actual cost to the Department of Transportation to administer fiber optic projects.

Prohibits fiber optic utilities from passing through any fees charged by the state to customers or other entities contracting for service.

Exempts fiber optic providers using state rights of way under grants from the New NY Broadband Program from paying fees for such use or occupancy.

Directs any state compensation received from fiber optic utility agreements to be deposited into the dedicated highway and bridge trust fund.
