Establishes the child poverty reduction advisory council to reduce New York's child poverty rate by 50% within ten years, with membership appointed by legislative leaders, executive chamber, and the commissioner of the office of children and family services.

Requires the director of the budget to evaluate the effects of budget adjustments or reductions on child poverty in New York and make such evaluations available to the public.

Directs the advisory council to develop a timeline with yearly benchmarks for achieving 50% child poverty reduction, review policy proposals (including earned income tax credit expansion, child tax credit expansion, housing vouchers, and subsidized childcare), and deliver reports to the governor and legislative leaders within six months and one year.

Requires the advisory council to conduct bi-annual progress reports starting June 1, 2021, hold public hearings in at least four regions during non-traditional hours, and collaborate with poverty research experts and stakeholder organizations.

Authorizes state agencies to implement advisory council recommendations unless overridden by concurrent resolution passed by both legislative houses within 45 days; act expires and repeals ten years after enactment.
