Requires the Public Health and Health Planning Council to provide public notice within 30 days of receiving nursing home establishment applications, with a 90-day public comment period conducted electronically on the department website.

Prohibits the council from approving new nursing home applications unless applicants do not have ownership interests in facilities with inadequate staffing (3 hours or less total direct care staff time per resident per day, or less than 30 minutes registered nurse time per resident per day) or violations threatening resident health and safety.

Requires residential health care facility operators to notify the department at least 90 days before executing agreements related to property sales, mortgaging, or changes in management or operations, with the department forwarding notice to the long-term care ombudsman within 10 days.

Mandates residential health care facility operators notify residents, staff, and the long-term care ombudsman within 5 days of executing any contract for property disposition or management changes, and include information about common or familial ownership in residency agreements.

Requires new owners, operators, or management companies to retain all facility employees for 60 days (except administrators) without reducing wages, benefits, or employment terms.
