Creates the New York State Two Hundred Fiftieth Commemoration Commission to plan and coordinate statewide activities celebrating the 250th anniversary of the American Revolution from the effective date through December 31, 2033.

Commission consists of 31 voting members including state officials (Parks Commissioner, Education Commissioner, Empire State Development CEO), representatives from national heritage areas, Native American nations, and regional economic development councils appointed by legislative and gubernatorial leaders.

Commission shall develop strategic, economic, education, and financial plans within 12 months to commemorate New York's role in the American Revolution and subsequent civil rights movements including women's rights, abolitionist, underground railroad, and LGBTQ movements.

Establishes the New York State Two Hundred Fiftieth Commemoration Commission Fund to receive appropriations and donations, with moneys available for commission operations and grants to municipalities and not-for-profit heritage organizations for historic preservation and heritage projects.

Act expires and is repealed on December 31, 2033.
