Sets the pandemic adjustment amount for East Ramapo central school district to zero for the 2020-2021 school year, notwithstanding any other provision of law.

Requires the commissioner of education to reduce general support payments to East Ramapo central school district by 8% of the district's total estimated aid for 2020-2021, with the deduction amount deemed paid to the district.

Requires East Ramapo central school district to receive an apportionment from the education stabilization fund equal to the "federal CARES restoration" amount listed on the commissioner's school aid computer listing (SA2021) for 2020-2021.

Takes effect immediately and is deemed in effect as of July 1, 2020, applying only to the 2020-2021 school year.
