Authorizes the New York Commissioner of Health to promulgate rules and regulations for licensing and operating automated patient dispensing and storage systems (APDSS) in consultation with education, mental health, pharmacy, and corrections officials.

Allows pharmacies to operate APDSS units at covered entities (including correctional facilities and federally qualified health centers) and at drive-through locations, with each location requiring a separate license renewable annually at a fee of $300 (adjustable between $200-$500).

Requires pharmacist supervision of APDSS operations, including clinical services, drug utilization review, and authorization before dispensing; limits each pharmacy to no more than 15 APDSS licenses and mandates monthly physical inspections and transaction reviews.

Establishes security and tracking requirements including identification/password systems with camera recording for 180 days, tamper-evident transport containers, and transaction records maintained for three years.

Requires first-time drug dispensing to be accompanied by pharmacist consultation conducted in-person, via drive-through, video teleconference, or telephone with the prescribing physician present; implements regulations within 365 days of the law's effective date.
