Grants municipalities the option to adopt local laws or resolutions to provide the same exemption from local sales taxes during the one-week period.

Allows cities with populations of one million or more to elect the exemption by enacting a resolution, which shall be deemed an amendment to state tax law upon compliance with notice requirements.

Requires the commissioner of taxation and finance to adopt necessary rules and regulations for implementation, with the exemption effective immediately upon enactment.
