Authorizes the use of automated patient dispensing and storage systems (APDSS) in New York correctional facilities to dispense prescription drugs, non-prescription drugs, and medical devices to patients under pharmacist authorization.

Requires the Commissioner of Corrections and Community Supervision to promulgate rules and regulations within 365 days in consultation with the Commissioners of Health, Education, and Mental Health and the State Board of Pharmacy.

Establishes licensing requirements for pharmacies operating APDSS at correctional facilities, including a $300 application and annual renewal fee (adjustable between $200-$500) and mandatory pre-licensure inspection within 30 days.

Mandates pharmacist supervision of APDSS operations (may be electronic), monthly physical inspections, comprehensive transaction tracking, secure access controls with camera recording, and three-year record retention for pharmacy accountability.

Permits pre-stocking of removable pockets or single-dose containers by pharmacists outside the facility if transported in tamper-evidence containers and delivered according to established policies.
