Amends public authorities law to require the metropolitan transportation authority to make substantive effort to utilize union labor for all or significant aspects of public work contracts.

Requires the authority to evaluate feasibility and appropriateness of union labor based on availability of skills and expertise needed for the specific work.

Mandates substantive outreach efforts including publishing advertisements, conducting outreach to relevant labor unions, and holding meetings to discuss the nature and terms of proposed public work.

Requires the authority to spend a minimum of twenty business days seeking union labor before publishing contracts for public bidding.

Requires written notice to the city commissioner of transportation, comptroller, and city commissioner of labor explaining efforts made to secure union labor, reasons for failure to do so, and intention to publish for public bidding.
