Amends Public Health Law section 2510 to require coverage of early and periodic screening, diagnosis and treatment for eligible children under age 6 and other eligible children to ascertain physical and mental disabilities under the child health insurance plan.

Clarifies that "covered health care services" shall include early and periodic screening, diagnosis and treatment services as a mandatory component of coverage.

Takes effect April 1 following enactment, with the Commissioner of Health authorized to promulgate regulations and take necessary actions for implementation beginning immediately.
