Amends the definition of "covered health care services" under the Child Health Insurance Plan to include inpatient and outpatient mental health, alcohol and substance use services.

Changes terminology from "substance abuse" to "substance use" in the public health law definition of covered services.

Removes the requirement that mental health and substance use services be "as defined by the commissioner in consultation with the superintendent," allowing broader coverage without additional regulatory restrictions.

Includes early and periodic screening, diagnosis and treatment services for eligible children under age six and other eligible children to ascertain physical and mental disabilities.

Takes effect on April 1 following enactment, with the commissioner of health authorized to adopt regulations and take necessary actions for implementation immediately upon passage.
