Permits non-dairy frozen novelties manufacturers to operate from shared-use kitchens (commercial, incubator, or community kitchens) provided the facility is properly licensed under section 251-z-3 and complies with article twenty-c regulations.

Establishes a non-dairy frozen novelties micro-business grant program administered by the Department of Agriculture and Markets in conjunction with the Empire State Development Corporation to provide financial assistance for start-up costs and expenses.

Defines eligible micro-businesses as those located in New York with 25 or fewer employees that exclusively manufacture non-dairy frozen novelties, with grants capped at $10,000 per business.

Funding for the grant program is dependent on annual legislative appropriations or other state funds received, with grants awarded only based on available funds; most provisions take effect immediately, with the grant program taking effect 120 days after enactment.
