Authorizes the New York State Urban Development Corporation to provide grants and flexible financing programs to small dry cleaning and nail specialty businesses for capital improvements to comply with state and local codes.

Dry cleaning businesses may use assistance to purchase and install non-perchlorethylene machines and sprinkler systems required by state and local regulations.

Nail specialty businesses may use assistance to upgrade mechanical ventilation systems to comply with federal, state, and local indoor air quality codes and regulations.

Defines "small businesses" using the same definition as Section 131 of the Economic Development Law.

Takes effect 90 days after enactment, with authority for the corporation to promulgate necessary rules and regulations in consultation with the Environmental Facilities Corporation, Department of Environmental Conservation, and Department of Health.
