Authorizes the New York Department of Health to promulgate regulations allowing licensed pharmacies to operate automated patient dispensing and storage systems (APDSS) at covered entities and affiliated medical facilities to dispense prescription and non-prescription drugs and medical devices.

Requires APDSS operators to obtain a separate state board of pharmacy license for each location with a $300 application and renewal fee (adjustable between $200-$500), hold federal DEA registration for controlled substances, and maintain the system under pharmacist supervision.

Establishes security and accountability requirements including transaction tracking systems, access controls via identification/password/biosensor, camera recording for password-accessed systems (180-day retention), and monthly pharmacist inspections of drugs and equipment.

Permits off-site pre-filling of removable drug containers by pharmacists or supervised pharmacy technicians in secure tamper-evident containers, provided policies ensure proper placement into the APDSS.

Requires pharmacies to maintain separate APDSS records for three years, conduct annual self-assessments of compliance, and notify the state board within thirty days of discontinuing APDSS use; implementing regulations must be in place within 365 days of enactment.
