Amends General Construction Law Section 52 to establish year-round eastern daylight saving time as the state standard, contingent on federal law permitting such observation.

Amends Administrative Code Section 2-106 to establish year-round eastern daylight saving time as the city of New York's standard time under the same federal law condition.

Eliminates the current twice-yearly time changes (spring forward in April, fall back in October) in favor of permanent daylight saving time.

Effective upon enactment of identical legislation by Vermont, Massachusetts, Connecticut, New Jersey, and Pennsylvania, or immediately if those states have already enacted such legislation.

Requires the Secretary of State to notify the Legislative Bill Drafting Commission upon enactment to maintain accurate records of New York's laws.
