Increases civil penalties for public utility companies, corporations, or persons that knowingly fail to comply with public service law provisions from $100,000 to $2 million for each offense.

Raises penalties for separate and distinct offenses from $250,000 to $5 million for combination gas and electric corporations.

Raises penalties for separate and distinct offenses from $500,000 to $10 million for the most serious violations by combination gas and electric corporations.

Applies alternative penalty structure based on the greater of a fixed dollar amount or a percentage of annual intrastate gross operating revenue for combination gas and electric corporations.

Takes effect immediately upon enactment.
