Office of General Services must establish a methodology by January 1, 2022, in consultation with the Department of Environmental Conservation, for state agencies to estimate greenhouse gas emissions from all food and beverage purchases, including third-party vendors.

Office of General Services must establish a baseline measurement of annual greenhouse gas emissions from state food and beverage purchases by January 1, 2023, and develop best practices for reducing those emissions.

State agencies must establish reduction goals for greenhouse gas emissions from food purchases: 10% reduction by fiscal year 2024, 18% by fiscal year 2027, and 25% by fiscal year 2030, measured against the baseline.

Each state agency must submit annual progress reports to the Office of General Services by August 1 beginning in 2024, and the Office must include statewide progress updates and policy recommendations in its annual reports.

Food and beverage procurements under $15,000 may be excluded from tracking, and the methodology must consider implementation costs and feasibility.
