Amends the Mental Hygiene Law to require the commissioner to develop and establish regional or county-based peer support services programs for transgender and non-binary individuals.

Peer support services must include peer counseling for mental illness, alcohol and substance abuse counseling, family support services, domestic violence support, and mental and physical health services.

Requires the commissioner to foster training and development programs for peer counselors, including issuing credentials directly or through contract for recognized or certified peer counselors.

Directs the office to establish minimum qualifications for certified peer counselors based on completion of approved courses of study, on-the-job experience in mental health or substance abuse counseling, or other credentials recognized by the office.

Requires the office to establish procedures for issuing, suspending, revoking, or annulling peer counselor credentials for good cause, with the act taking effect immediately upon enactment.
