The Office of Minority Health and Health Disparities Prevention must conduct a study on COVID-19's differential health impacts on transgender and non-binary racial and ethnic minorities in New York state.

Study shall identify statewide and regional COVID-19 infection, hospitalization, recovery, and mortality rates for the target population, including disparities and contributing medical, environmental, and system-related factors.

Study must review geographic areas where disparities indicate need for increased health care access and disparity mitigation strategies, and identify ways to reduce health care discrimination.

Study shall examine whether COVID-19 regulations and restrictions created disparities in health care treatment for transgender and non-binary racial and ethnic minorities.

Office must submit findings and legislative recommendations to the Governor, Legislature leadership, and minority leaders within one year of the act's effective date.
