Establishes a public/private security camera fund held jointly by the state comptroller and commissioner of taxation and finance, funded by revenues from the abandoned property fund, the general fund, and private contributions.

Allocates $10 million annually for grants to provide video surveillance systems for businesses and not-for-profit corporations in high crime areas, with priority given to small businesses and organizations in areas with high crime rates.

Limits individual grants to a maximum of $1,000 per business or not-for-profit corporation, with distribution determined by a plan developed by the commissioner of criminal justice services that considers crime rates, number of employees, and public safety benefits.

Requires grant recipients to provide law enforcement access to their video surveillance systems upon showing of good cause.

Appropriates $10 million from the state general fund to implement the act, effective immediately.
