Directs the New York Department of Labor to conduct a study on employment rates of Black and Latinx transgender persons in the state.

Requires the study to determine whether employment rate disparities exist between Black and Latinx transgender persons and other state residents, and identify contributing factors.

Mandates the study examine the extent to which discrimination and other barriers affect employment rates for Black and Latinx transgender persons.

Requires the Department of Labor to recommend changes to state policies and propose necessary legislation, rules, or regulations to improve employment rates and opportunities for this population.

Requires the Department of Labor to submit findings and recommendations to the Governor, Assembly Speaker, and Senate President, and publish the report on its website within one year of the act's effective date.
