Establishes a New York state community solar pilot program under oversight of the Public Service Commission, which will authorize solar installation construction and operations.

Allows consumers to subscribe to the program through one-time payments to receive quarterly dividend payments based on energy generated by their subscription level, with minimum subscription price not exceeding $500.

Requires all energy generated from the solar installation to be sold to investor-owned utilities at retail rates rather than avoided-cost rates.

Reserves one percent of all subscriber payments to fund capital investment for the original solar installation and, once paid in full, to establish new solar installations.

Limits solar installations to a maximum size of 2,000 kilowatts and retains state ownership of all installations and renewable energy credits, with subscriptions non-transferable except back to the state.
