Requires the mental health commissioner to submit a written report to the legislature at least 365 days before closing or suspending services at any facility or institution.

Report must include justification for closure, fiscal year and current staffing levels, full-time equivalent positions budgeted and filled, vacancies, waiting lists for residential care, and staff recruitment steps.

Mandates the commissioner confer with the Department of Civil Service and Governor's Office of Employee Relations to develop strategies minimizing workforce impact through state employment assistance and retraining programs.

Requires consultation with the Department of Economic Development to minimize impact on local and regional economies, and with the Office of General Services to determine alternative uses for vacated land and buildings.

Applies the same reporting and consultation requirements to the Office of Children and Family Services for closure or suspension of secure or limited secure facilities.
