Gas corporations must file annual gas safety reports with the Department of Public Service by March 15 of each year.

Reports must include strategic planning methodology for pipeline replacement projects, operation and maintenance activities related to gas safety, and inspections of transmission and distribution lines.

Gas corporations must list pipeline replacement projects completed in the past year, specifying which were completed by company employees versus contractors.

The Public Service Commission may order independent cost-benefit analyses examining a gas corporation's use of employees versus contractors for pipeline replacement projects.

If the Department identifies deficiencies in pipeline prioritization, administration, or safety-related activities, the Commission may order reasonable improvements to promote public health and safety.
