Requires practitioners to consider, discuss with patients, and refer or prescribe non-opioid treatment alternatives before starting opioid treatment for neuromusculoskeletal pain conditions, based on clinical judgment and nationally accepted guidelines.

Defines non-opioid alternatives to include acupuncture, chiropractic, massage therapy, physical therapy, occupational therapy, cognitive behavioral therapy, non-opioid medications, interventional treatments, and exercise.

Mandates practitioners inform patients that some treatments may not be covered by their health insurance.

Exempts the requirement for cancer treatment, hospice or end-of-life care, immediate post-surgery treatment, and medical emergencies (defined as acute injuries or illnesses posing immediate risk to life or health).

Takes effect immediately upon enactment.
