Amends Public Service Law sections 66-j and 66-l to establish net energy metering as a minimum compensation standard for customer-generators.

Prohibits customer-generators from being compensated at a value less than what would exist under net energy metering, regardless of electric industry restructuring.

Applies to both residential and small-scale energy producers covered under existing customer-generator provisions.

Takes effect immediately upon enactment.
