Adds section 26-504.1 to New York City Administrative Code requiring units previously under rent control or rent stabilization that were illegally deregulated to be returned to their prior regulated status.

Amends section 5-a of the Emergency Tenant Protection Act of 1974 with identical reregulation requirements for units that were previously rent controlled or rent stabilized and subsequently deregulated illegally.

Excludes from reregulation any units that were deregulated under applicable provisions of law.

Takes effect 60 days after enactment, with amendments to Administrative Code Chapter 4 expiring on the same date as the underlying rent control law and not affecting that law's expiration date under section 26-520.
