Requires the Division of Criminal Justice Services to confirm that a sex offender's proposed residence is not within school grounds or playgrounds, with distance measurements taken in straight lines from the nearest entrance to the property boundary.

Prohibits sex offenders designated as level two or level three offenders from residing within school grounds or playgrounds; establishes similar prohibitions for level one offenders whose victims were under 18 years old.

Adds "playground" to the Penal Law definition as any building, structure, or recreation area for children owned or maintained by the state or nonprofit organizations, plus any public area within 1,000 feet of such a playground.

Requires courts to include residence restrictions as mandatory conditions in sentencing orders, parole release conditions, and supervision requirements for sex offenders convicted of crimes against minors or designated as level two or three offenders.

Directs local social services agencies to prohibit placement of level two or level three sex offenders in shelter facilities located within school grounds or playgrounds and to consider concentration of other registered sex offenders in the area.
