Prohibits use of any restraints on pregnant inmates during labor, hospital admission, delivery, and post-birth recovery.

Allows pregnant inmates to have at least one support person of their choosing in the delivery room and during labor and recovery, with support person not requiring prior visitation or being excluded solely based on criminal history or supervision status.

Requires facilities to inform pregnant women and mothers of children under 18 months of available nursery programs run by the department and locality.

Requires correctional medical staff to inform pregnant inmates of pregnancy counseling services and the right to abortion services upon admission or upon learning of pregnancy.

Requires written notice in understandable language to all pregnant inmates about these rights upon admission and when pregnancy is confirmed, with notice also posted in prominent locations where medical care is provided.
