Amends Public Service Law Section 44 by adding a new subdivision requiring utility corporations to include advance notice on customer bills of all public hearings concerning proposed rate increases

Notice must include the date and place of hearings, including those before the Public Service Commission

Notice requirement applies only to hearings known to the utility company at the time bills are prepared

Takes effect 90 days after becoming law
