Requires property owners or agents subdividing real property to publish notice of survey plans in two local newspapers (at least one in English) for ten consecutive days before survey and weekly for four weeks after survey completion.

Directs licensed land surveyors to post signs on or near surveyed property ten days before, during, and thirty days after conducting a land survey.

Requires licensed land surveyors to notify their client and all adjacent landowners in writing within sixty days of a survey if discrepancies exist between the new survey map and previously filed maps in the county clerk's office.

Applies notification requirements only when a parcel is five acres or less with 2% or more affected by discrepancy, or more than five acres with 10% or more affected by discrepancy.

Authorizes the Commissioner of Education to impose penalties on surveyors who fail to provide required discrepancy notices, based on recommendations from the State Board for Engineering and Land Surveying.
