Removes the requirement that the real property tax exemption task force be established within the Department of Taxation and Finance, allowing independent establishment.

Increases task force membership from seven to nine members and adds the president of the New York State Assessors Association (or designee) as a member.

Removes the commissioner of taxation and finance as a required member and increases legislative appointments from one to two persons each from the temporary president of the senate and speaker of the assembly.

Modifies data provision requirements to specify the Department of Taxation and Finance shall provide assessment roll data and assessors' reports to the task force in a format compliant with New York State Open Data Handbook standards under Executive Order 95 of 2013.

Requires all task force appointees to be made within thirty days of the act's effective date, with vacancies filled by the appointing authority.
