Requires all motor vehicle liability insurers to provide supplemental spousal liability insurance coverage in policies unless the insured declines in writing using a form determined by the superintendent.

Changes spousal liability coverage from optional (requiring written request and premium payment) to mandatory default coverage included in all policies satisfying vehicle and traffic law requirements.

Requires insurers to notify insureds in writing at policy issuance, renewal, or amendment that supplemental spousal liability coverage is included, with notification displayed in boldface type on the premium notice.

Notification must explain the coverage, state the insurer's premium, and clearly indicate the coverage is provided unless the insured declines in writing.

Takes effect January 1 of the year following enactment, applying to all policies issued, renewed, or modified on or after that date.
